To Explain My Question Further

From what I read here, the Full Access requirement pertaining to trying to install a program is only for Windows 2000 and Windows XP? I was just wondering, because I have had instances and/or heard of instances were I was trying to help others (i.e.
trying
to install a printer) on a Win7 machine and would get a notice that I "must have administrative access" or similar phrasing.

Can Someone Please Clarify?

Does this error 1603 sometimes also happen when you don't have full administrative access when trying to use a Windows Installer package on Windows 7? (I right now have Win7 on my machine.)
