I have a column which contains the formula =SUM(E4-F4).  If the answer is between -1 and 1 then I want the cell to show green, if the answer is #N/A then I want the cell to show yellow.  All other cells must show red.

I would start by selecting all of the cells you want to apply the conditional formats to and setting their default fill color to red.  That takes care of the "all other cells must show red" rule without resorting to a CF formula.
Then use Conditional Format --> Manage Rules --> [New Rule]
For this example I'm going to assume the top-most selected cell is G4, change this as needed.
First rule: =AND(G4>=-1,G4<=1)
click [OK] and set up the shading to Green and click [OK]
Back in the Rules Manager, again select [New Rule] and enter
=ISNA(G4)
click OK and set up the shading for Yellow and click OK
Back in the Rules Manager once again, I'd check the "Stop If True" boxes for both rules.  Then click [Apply] and it should be set up the way you want.

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.

Make sure your computer has at least the minimum amount of random access memory (RAM) required to run the program that is displaying the error. Look for the program requirements online or in the packaging information.
