Autoplay not working for Windows 7 64bit Enterprise edition

When I insert a CD, thumbdrive, or anything that should autoplay, the autoplay window pops up and then goes away almost instantly.  So fast that you hardly see it.  I can open My Computer and right click on the CD and select autoplay and it does the same
thing.  Window pops up and goes away instantly.
I have checked the group policy as advised on other posts and that did not work.  I have turned off autoplay and turned it back on and that did not work.  I have reset autoplay defaults and did not work.  I ran SFC /scannow and that did not work.
Any other ideals?

Did you make any software or hardware changes on your machine prior to this issue?
Let’s follow these methods and check if the issue persists.
Method 1
a.
Type "services.msc" in the start search box, click on OK.
b.
When the Services window loads, navigate to the "Shell Hardware Detection" service, the double click on it to open it.
c.
Make sure the "Startup Type" says "Automatic".
If it doesn't, use the drop down menu to change it.
Method 2
Alternatively, you may also hold down the Shift key when you insert devices or media into your computer to open AutoPlay, regardless of the default setting.
Method 3
You may create a new user account with administrative privilege and check if the issue persists.

Machine Throttling
  • Go to the Start button.
  • In the Search box, type "regedit" (without quotes) and press Enter.
  • Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
  • On the right window pane, delete the subkey: "Machine Throttling".
  • Reboot your computer.
