Adobe Setup Error 1402 "Could not open key" when trying to install CS4

Original Title: Need administrator permissions to install Adobe Master Collection CS4
Getting error code when installing adobe CS4 collection:
Product: Adobe Setup -- Error 1402.Could not open key: UNKNOWN\Components\DA42BC89BF25F5BD0AF18C3B9B1A1EE8\01CDEECBF144E4E4580990554C6C3B6F.
System error 5.
Verify that you have sufficient access to that key, or contact your support personnel.
when I try to access and change permissions as the administrator, it says persmision is denied.
I was told by Adobe that i needed to contact windows to permissions changed to allow the install of adobe CS4

Use the System File Checker tool to repair corrupted or missing system files:
