How Can I Fix - deleting empty rows from a spreadsheet?

I need to remove blank rows from my spreadsheet - I can't "sort" since it would disrupt the sequence of the rows that do contain data. 

Example:
Row 1 contains data that needs to be directly above the data in row 3 - rows 2 and 4 are blank - Row 5 contains data that needs to be directly above the data in row 7 - rows 6 and 8 are blank - etc.

Any thoughts?

Thanks everyone for your help - I always learn things from this site.  Mostly what I learn is that I don't know much.

I came up with a simple "work around" for the technically illerate (me): 

I numbered all the rows (CTL+Fill Box down), did a simple sort on Column A - Deleted the blanks.  Then resorted using the numbered rows I created.  Works great.

Use the System File Checker tool to repair corrupted or missing system files:

1. Click Start.
2. Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
3. The User Account Control window should appear, be sure that the action it exhibits is correct, and then press the Continue button.
4. Type or copy paste the below command line into it without quotes:
